Guiding the Public Utilities Board’s regulatory work is the principle of user-pay utility rates. It is only when rates for water and wastewater services are set on a user-pay basis that they send the correct price signal to ratepayers. This allows customers to make decisions about their use of the services. Appropriate rates allow for the full appreciation of the true value of services being provided and will enable an owner to better meet the objectives of sustainable development established by the province.
Rate Application Process - What must be submitted:
Minimum Filing Requirements and responses (see Schedule B to Board Order 86/17 below)
Utilities by-law, after first reading - detailing rates, billing information, penalties, fees, rescinding past by-law and Schedule A (Sample By-Law)
Copy of past by-law and Board Order No. with current rates
Executive Summary of Application Summary of Application
System Description
2 (Two) Years Audited Financial Statement or indicate what years are available on MMO
5 (Five) Year Capital Program
Financial Projections and Rate Calculations (see worksheets below)
Failure to submit all required pieces for an application will result in it not being accepted and sent back to the Utility to refile.
